Billy Foster age 71 passed away Wednesday, August 28, 2019 at Blount Memorial Hospital. He was born in 1948 to Benjamin and Helen Woodall. Billy was one of five brothers also known as the “5 B’s.” He graduated from Portsmouth Catholic High School and from Old Dominion University. He is preceded in death by: Mother & Father, Benjamin & Helen Foster; Brother, Ben Foster, Jr. He is survived by: Wife, Cynthia (Moor) Foster of Maryville; Daughters, Kimberly Wicker (Dale) of Marietta, GA; Daughter, Meghan Foster (Katie) of Washington D.C., Stepson, Mike Green of Jacksonville, FL; Stepdaughter, Lydia Green of Jacksonville, FL; Grandson, Keagan Wicker; Granddaughter, Caitlin Wicker; Brothers, Bart Foster (Shirley) of Portsmouth, Bruce Foster (Sharon) of Portsmouth, Brian Foster (Doris) of Portsmouth; Sisters-in-law, Debra Crosby (Andy) of Valdosta, GA, Buddy Moor (Donna) of Wellington, KY; numerous nieces and nephews. Billy spent six years in the Air Force in electronics and his problem solving skills led him through a 30 year career with Department of Defense as a supervisory shipbuilding specialist. At Mayport Naval Station in Jacksonville, FL, he was responsible for overseeing the overhaul of all types of vessels; battleships, cruisers, frigates, and aircraft carriers. He could get them fixed but hated to ride in them. A quiet man by nature his mind was a constant flurry of activity. In his retirement he loved to “piddle”, picking and planning his personal projects and wife Cindy’s honey do list. Having skills to fix almost everything he enjoyed renovating houses, gardening, always moving. He was so proud of his daughters Kim and Meghan, stepson Mike, stepdaughter Lydia, grandson Kegan, and granddaughter Caitlin. He was excited for every one of their visits. He loved being outdoors in the garage with his dog and always feeding the bird feeders for his flock. Billy was a passionate man, fiercely loyal to his Lord Jesus Christ, his family and country. He was a member of Dotson Memorial Baptist Church. He worked quietly behind the scenes with security and was the “best” coffee maker in his Sunday School class. He gave his life to Jesus Christ in 1999 and loved learning and growing in his faith and knowledge of his Savior. Family will receive friends from 11:00 until 12:00 PM, Thursday, September 5, 2019 at Smith Trinity Chapel. Memorial service will follow at 12:00 PM with Pastor Jim Cummings officiating.
